You can buy anything with PayPal online all free unless it involves a currency conversion. Currency conversion fees

For all other transactions involving currency conversion, the currency conversion fee is a minimum of 3.0% or such other amounts as may be disclosed to you during the transaction. Residents of Quebec will be charged the minimum applicable rate set out above.
